Korea AI Framework Act

Korea’s Framework Act on the Development of Artificial Intelligence and Establishment of Trust (in force 22 January 2026) requires advance notice of high-impact or generative AI, labelling of generative outputs, and safety and reliability measures for high-impact AI. Classification is declared in the profile’s korea.classification field (high_impact / not_high_impact).

Each obligation lists the statements it is shown against. The basis is one of recomputed, judged, indicator or declared (what the bases mean); the resolver is from the shared library.

Advance notice of high-impact or generative AI

Section titled “Advance notice of high-impact or generative AI”

advance-notice · Art 31(1) · applies from 2026-01-22

Can serve as evidence toward notifying users in advance that a product or service is operated by high-impact or generative AI. Written from public summaries of the instrument; check the published text before relying on this. Applies to: profile flag core.interacts_with_natural_persons.

Statement Basis Resolver Does not show
People were told they were dealing with an AI before the first substantive turn. recomputed notice.before_first_turn Counts conversations through the Brutor portal (notice records); other clients must render their own notice.
The notice text and the surface it is shown on are declared and sealed. declared notice.text_declared The text is declared by the operator; whether it is understood is not evaluated.

generative-labelling · Art 31(2)–(3) · applies from 2026-01-22

Can serve as evidence toward indicating that outputs were produced by generative AI, with specific notice for outputs hard to distinguish from reality. Written from public summaries of the instrument; check the published text before relying on this. Applies to: profile flag core.generates_synthetic_content.

What the gateway cannot show: Content-level marking is not provided by the gateway.

Statement Basis Resolver Does not show
The approach to marking synthetic content is declared. declared synthetic.marking_declared Content-level marking (watermarking, C2PA) is not provided; outputs carry an X-Brutor-AI-Generated header only.

Safety and reliability measures for high-impact AI

Section titled “Safety and reliability measures for high-impact AI”

high-impact-measures · Art 34 · applies from 2026-01-22

Can serve as evidence toward risk management, explanation, user protection and human oversight measures for high-impact AI. Written from public summaries of the instrument; check the published text before relying on this. Applies to: classification high_impact.

Statement Basis Resolver Does not show
A human can override or stop the system. recomputed oversight.override_available Shows the controls exist and are assigned, not that the assigned people are competent.
Human approval requests were decided by humans (requested, decided, lapsed). recomputed oversight.exercised Records the fact of human disposition, not its quality.
The high-impact AI measures are declared. declared profile.field_declared {"path": "frameworks.korea.high_impact_measures_reference"} Organisational duty; the measures’ content is not evaluated.
